I want to be able to install a printer only once and have it appear on any PC they log on to. Is this possible and how?

This is a complex issue. Check out MSKB: 321025 HOW TO: Programmatically Create a Printer and Printer Port by Using PrinterAdmin (Prnadmin.dll) with a Visual Basic Script in Microsoft Windows 2000. You should be able to use a logon script. The harder question is how to ensure everyone who uses the same computer gets the same printer. For that complex answer, you'll have to crack open a copy of my new book, Group Policy, Profiles and IntelliMirror for Windows 2003, Windows 2000 and Windows XP.
